Confirmation of Production order with material shortage.

Dear Gurus,

during production order creation, if there is a material shortage, system is allowing me to release the order. During confirmation, it gives error of missing parts, if i choose to correct the quantities, it allows me to adjust the GI amounts, if i choose not to correct goods movements, the system will still confirm the order and not backflush the correct quantities for the deficit parts. How do i prevent the system from confirming the order if there is a deficit of parts?.
