It is not so much that it can't be downloaded as that it is not one of the selections for downloading from the page to which you are directed after agreeing to the T&C and selecting the version. My guess is that it has been either renamed or the four choices are no longer available as a free download. I do not know for sure and will leave it up to more knowledgeable subject matter experts from the PM team to respond.
Where did you find the link? If from another SCN blog or question or wiki, please post the url so we can follow up with the author. If possible post this issue to the source as a comment since the author would be responsible for the correction.
The SAP HANA Client can be downloaded from the SAP store now.
Check the link provided in question SAP HANA Client. The question is related to the 32-bit version, but the SAP store download link provides also the 64-bit version.
