Blank webpage when using SUM 1.0 SP 21 patch 7 for dual stack update

I am trying to update Solution Manager 7.1 to 7.2 using SUM 1.0 SP 21 Patch 7. SUM is being ran on OS400 V7R2. The system has Host Agent 7.21 patch 33 running. I seem to start the tool up fine. When I try to access http://host:1128/lmsl/sumjava/SID/dual.html I get a blank web page. In chrome the debugger shows:

Failed to load resource: the server responded with a status of 500 (Internal Server Error)

Uncaught ReferenceError: jQuery is not defined at SLUICore.js:1

Uncaught ReferenceError: SLUIClient is not defined at dual.html:31

I can open SUM for ABAP, the benchmark tool, and the observer. SUM will not load for dual stack or java. Dual stack is what I need it for right now though.

I have looked at SAP note 1792305 - Software Update Manager hangs with blank GUI. This note suggests deleting .sdt_storage and .sdt_keystore from the SUM directory, but these files aren't present.

However this blog didn't have a suitable answer.

I tried running SUM in the latest versions of Chrome, Firefox, and IE as well as older versions of each browser.

Does anyone have any suggestions or fixes they can share?

This issue was corrected by SAP using a work around. We use iCluster for data replication. When the SUM tool is unpacked in the standard ifs location /usr/sap/sid/, the data replication of the ifs locks up objects related to the java side of the update. We were asked to conduct the upgrade from a ifs location /tmp/sid because this part of the ifs is not replicated. The help I got from SAP also lead to their team making updates to SUM which may or may not be in existing updated support packages of SUM.
