I am going to configure method of depreciation fulfilling this assumptions: different stated percentage rate in each consecutive year of ten; the sum of yearly rates equal to 100, equal monthly amounts of depreciation during a given year.
I think that the best solutions will be multi u2013 level depreciation. I know that firstly I have to define multi-level method and then assign it to the depreciation key. In the definition of keys existing in my system there are also assignment to base method, declining-balance methods, period control methods and changeover method. How does it work together. What assignment should I make in the key for multi - level deprec. concerning base method.

You can select same base method along with declining-balance methods, period control methods and changeover method.
Base method determines which value, system should consider as base for depreciation calculation, as you know, i.e acquisiton cost, net book value etc.
Only in multilevel method you maintain the same rates for block of ten years.
