How do I restrict access to the central repository on other systems?

Ok I know how to restrict access to the local Central Repository. My Problem is this. The users on system A are restricted from using the Central Repo on system A. They can still access the Central Repo from system B. This is a huge migration problem. As we don't want anyone but the admin to be able to move objects from B to A. Using central to do it. But we want the users to still be able to access system A. So If I could gray out the Central Repository buttons for a certain user or group. That would be ideal.

No; A and B are two separate severs on the same network.
