There is no transaction for such report. No selection screen in any inventory report has a region field.
If you have materials stored in different regions then I guess this then done using different storage locations.
Storage locations can have addresses, and addresses have a region field. If you have addresses maintained for your storage location then you can create a query based on table TWLAD and ADRC to list storage location and their regions.
Still an inventory report like MB52 has no region field to select. So you have to enter all the storage locations which have the same regions based on your query to get the list of inventory in one region. This has to be repeated for all regions manually one after the other.
Or you ask your ABAPers to modifiy the MB52 report and include the region
