PLD_Vars.xls file PLD Variables

Can someone give me a link where I can get the PLD_Vars.xls file? I read I can get it on the Portal but I can't find it anywhere. I'm looking for a resource that offers the system variable available to different print layouts so that I can customize them for various reports\queries.

it also comes with an instructions file

I have been trying to download zip file mentioned above but it keeps telling me I don't have permission. How/Where do i get above mentioned information?
