I searched community and could not find an answer to this scenario;
Stock Situation
Material : ABC
Plant: XYZ
Stock on hand: 100 units
Requirements Situation
Sales order no: 123
Line: 10
Material: ABC
Plant: XYZ
Order Quantity: 100
Confirmed QTY:100
---------------------------------
Scenario
System allows a user to perform MIGO -> Goods Issue -> Other -> 551
on material ABC at plant XYZ with quantity 100 even though 100 units are confirmed in Sales Order or if 100 units are in a delivery waiting to be PGI.
I'd like to know if this is standard behavior as I think the system should not allow a material to be scrapped/issued if it is confirmed by ATP in sales order or the quantity is against an open outbound delivery.

how had you searched? Try it with this term, I get 195 results: "dynamic availability check" site:sap.com
MIGO does not check by itself, you have to tell MIGO that it shall check to avoid that it takes stock which is allocated to an order.
Looking at your movement type it does not really make much sense to do an availability check when you scrap material. You scrap material when the quality is bad or a drum with chemicals spilled. You do such checks if you post before you physically issue it to avoid that you give reserved material to a cost center, the other way around does also not make much sense as it is often too late to get it back.
