Please check the configuration node SAP Portfolio and Project Management > Project Management > Structure > Define Project Type, where the Tsks/Chkl.f.ProjDef might be checked for your project type.
Please try with not ticked.

The mentioned configuration is for not to add any task in the project, however my requirement is to restrict the user to create the task just below project definition. They can very well create the task under phase. Let me know in case you have any further inputs.

Restriction of users or project managers from creating task under project definition can be controlled at the project type configuration as mentioned by Anil, where you have to just untick the checkbox 'Tasks/checklist for Proj Definition'. But this would restrict 'checklist' creation under project definition as well. The other checkbox in configuration is available for tasks to be created under phases.
To answer your second question on restricting phase creation manually, would like to understand why you would like to restrict project managers in creating phases other than ones in the project template. There could be possibility in many situation for many projects that they would like to add few tasks under a different phase other than the ones in template. How will you address those scenarios?
Still if you want to restrict, there are no standard ways in restricting those actions other than doing an development by hiding those buttons of 'Create Phase' on various screens with 'Project type' as one of the input condition. But I do not recommend this as this would go out of standard & involves extra efforts during upgrades.
