Crystal Reports Sub Reports Insert Bug with Report Wizard

I'm using Crystal Reports 2013 and I'm trying to create a sub-report. I go to Insert -> Subreport and the dialog box pops up. I choose the Option "Create a subreport with the Report Wizard" Then I enter the "New Report Name." Then I try to click the "Report Wizard..." button but nothing happens.

Is this a bug or what?

Two potential causes:

1. The Standard Report Creation Wizard dialog is outside of visible area (on a second or third monitor). In this case clicking File > New > Standard Report ... should have the same behaviour.

2. The dll responcible for the report creation wizard is not registered properly. Try to start Crystal Reports as machine Administrator.
