Conditonal formatting: Concatinate two columns in to one

Currently I have a trend indicator =Char(9650) based on Var % and Var % (=ToNumber([Var %]) in two seperate columns using contional formatting. Is it possible to have both of them (Trends Var%) in one so that its concatinated in one column. Not sure how can i get the results in conditional rules formula:

try with putting both in single column.

=Char(9650)+" "+ToNumber([Var %])

if it will not work then you remove the right border of First column and left border of second column.After that align left column values as Right and right column values as Left.
