What's the best solution to move an incomplete performance form from the user's inbox?

If an employee terminates during the performance period, or the leader does not complete feedback for the performance year, what is the best way to remove the performance form from the leader or employee's inbox? Should the form be routed to the complete status, and a comment added? And if yes, when is the best time to complete these tasks - right after the end of the performance year or should extra time be given to allow leaders/employees to complete the forms? Thank you.
