Unbale to add ScriptServer to tenant database

I logged in as SYSTEM user into SYSTEMDB. The SYSTEM user has DATABASE ADMIN permission. However I'm getting below error when I try to execute the alter comment in Hana Studio SQL console.

Could not execute 'ALTER SYSTEM START DATABASE MYDB' in 5:00.321 minutes . SAP DBTech JDBC: [2]: general error: Database could not be started;start databaseServer for database=3 on : hana-host:30058 failed.

Then I updated the config daemon.ini[scriptserver] like System --> new value = 1 & Host --> new value = 1. But, I got the below error.

SAP DBTech JDBC: [2]: general error: change not allowed; USE ALTER DATABASE <dbname> ADD '<servicetype>' instead.

I do not find any log file for scriptserver in trace folder. Please help me to figure out the issue.

I think to understand this issue we need at least the HANA version. In addition traces files are needed.
