Mass locking is useful when you have a planned outage on your system and don't want specific users to log in. Alternatively, mass clean up of orphaned/obsolete accounts so you're not paying for licenses. New group of users going live so you set them up in advance and part of go liver is to mass unlock
Did you want to explain what you are trying to understand as that would answer your second part regarding IT audit. Change documents against user show the reason for account being locked or unlocked.
