restart of PR workflow when cost center is modified

We recently changed our PR workflow from item based approval to Header level approval. Approvers are determined by 1st line item's cost center. Everything is working fine BUT when requisitioner modifies cost center a new work flow is not triggered with new approvers by removing task from previous pending approver's inbox.

Note: Issue is only with workflow & work items.
PR in MExxN transaction screens shows modified approvers and new approvers can approve using MExxN transaction issue is only with WORKFLOW which is not triggering new workflow and not creating new work item in new approvers inbox and not removing work item from previous pending work item from old approver.

Are we missing anything?

I assume you mean PR release strategy not being triggered right?

Found an OSS note which answers this question 493900

I believe question 3 and 4 in this note might be what you are looking for

Check the release indicator no:4 has condition maintained as values >=0 ,

then only the value change will apply for re release trigger.
