Default Values Issues

When Clicking "Activate All Items" for my solution it will not activate when the following is used in a BO Definition

element Rate : Amount= {content = 0, currencyCode = "USD"};

when activated on its own it is only a warning and activates.

[Activate] Definition of value 'USD' not found; Default value can not be verified.

But the Activate ALL on the solution level fails .

No that would cause a Loss of all Data..

Have you tried cleaning the entire solution first, then activating everything? What's the warning message?
