How to set a Release Strategy using "Total value of the Requistion" at Item

Hi Experts

I am trying to set up a release strategy at Item level but want to use the characteristic "Total value of the Requistion".

I am unable to get the Release Tab either at the item Details or at Header .

Where am i going wrong ??
