Customer Namespace Service on first hierarchy level

Hello Gurus,

is it possible to create an ITS-Service in SICF on the first level? For example I want to create a service directly as /Z_TEST/Z_ITS01 instead of /sap/bc/gui/sap/its/Z_ITS01.

If I create the service in /sap/bc/gui/sap/its/Z_ITS01 it is working without a problem, if i try to create the same (double checked all configs/options, I can't find a difference except the path they were created in) service in /Z_TEST/Z_ITS01 I get the following error:

Is it a restriction, that I can only create z-its-services in /sap/bc/gui/sap/its/ or is there a work around to solve bis problem?
