SAP implementation in cane management

Hi Friends;

I am going to implement R/3 in sugar industry.There is one "Sugarcane Management and Devlopment Department" which manages activities such as:

promote farmers to plant good quality cane seed,provide fertilizers and pesticides,soil testing,water management, harvesting schedule, guidance etc.

For three to five villages there is one regional office from where all above activities are monitored.Is it possible to use PPor PI module for this scenario?

Please guide me.
