Can I set Item Text to be require field

I would like to set item delivery text to required field. Now I have already set the text to obligatory and the text is showed in incompletion log but can save delivery. I would like to set error message when user doesn't enter this text in item delivery.

If you set the long text as obligatory in tax procedure assignment. It

will not allow to save the document.
