Crystal Reports Error 2147215349 The document has not been opened

I have upgraded a vb.net project to .net framework 4.6.2 and upgraded Crystal Reports to Crystal.Reports.Essentials.13.0.20.2399.

I am getting the above error when trying to run a local report when instantiating a new ReportDocument.

SAP Crystal Reports runtime engine for .Net Framework 4 v 13.0.0.99 (x32 & x64) installed as well

I am running under Window 7 operating systems

Don't mix versions. Uninstall both

Go here and get the EXE to install on your DEV PC ONLY:

And the MSI to install on your app server, READ the info on that Page, very important.
