Defining user budget for MM users

I have a requirement where I need to define spend limits/ user budget for MM users (not SRM). Is it possible to create new personalization objects for roles like in SRM(BBP_APPROVAL_LIMIT and BBP_SPEND_LIMIT)? If yes what are the process steps to be followed?
