Maybe a cache issue. can you run the below program to clear server cache and execute your steps again?
GOTO SE38-> /UI2/DELETE_CACHE -> F8-> change 24 to 0 -> F8
GoTO SE38-> /UI2/INVALIDATE_GLOBAL_CACHES -> F8
