no transfer requirements generated

why are my production orders not generating TRs? i have set-up my production scheduler profiles to generate TRs upon order releasing. when WM consultant checks in LB10 to see what TRs were generated, nothing comes out. However, on past production orders, there were TRs generated. what seems to be the problem
