Could some one explain what is Fixed bin and where we need to define a Bin as Fixed.

A storage bin assigned to a material in a storage type.
The fixed storage bin refers to the exact position where a material is in storage or to be placed in storage.
Fixed bin assignment is used in picking storage areas.
According to the definition of the WM movement type 501 (goods receipt without purchase order), the material is posted to the interim storage bin or fixed storage bin called "GR area". You can generate this storage bin automatically.
LX20 - For Interim Storage USED FOR CREATING SUCH BINS

Hi
In LX20 , you can check the list of storage bins whcih are fixed or interim
Choose Logistics ® Logistics Execution ® Master Data ® Warehouse ® Storage Bin ® Create ® For Interim Storage from the SAP menu.
Enter a warehouse number and choose Program ® Execute.
The system checks all movement types in which you have defined an interim storage type and displays two lists. The first list contains storage bins that have not yet been created in WM. The second list contains storage bins that have already been created in WM.
Choose Create bins.
In the movemnt type you have the fixed bin indicator or interim storage bin maintained.

In addition to Ravi Shankar H N reply, there is no direct way to know if a bin is fixed bin or a regular bin. By definition, a fixed bin is defined in material master WM view 2, and based on your picking/putaway strategy the system putaway's/picks this bin first and then the other bins.
Check table MLGT for your warehouse and it will list materials and their fixed bins. The Tcode to check table contents is SE16.
