hoe to stop sending mails

hi ,

im using rule to identify the agent determination,

in some cases ,

when my ACTORS_TAB is not holding any value,

its sending mails to all the people as i have maintained the task as general task.

if no agent is there in actor_tab in rule , how can i stop the workflow?
