How to deploy SCA file on CE 7.1

I need to deploy some SCA files on CE server. Actually I need to instal Visual Composer, so I am trying to deploy all Visual Composer SCA files on CE server. I couldn't find SDM in CE. Please let me know the process to deploy sca files on CE.

This is too urgent. Please look into this.
