Posting a NEWS to all user when he/she logs into the portal

Hi Experts,

My requirnment is that when the user logs into the portal system he/she has to be displayed with the NEWS items in the viewable form only from the Program Director/Program Manager.

Whether is that possible. If yes please tell me how can do it in EP 7.
