PIR consumption and ATP against planning

I am using planning strategy 63 with planning materials. I have my backward and forward consumtion of PIR working using consumption mode 2. I had a problem with overconfirmation which now seems to be fixed with OSS note 822348 that I found but I am still slightly confused about a couple of things. It's almost like the Order confirmation and consumption of the PIR work independently.

If I book an order for say MidOctober, it consumes the PIR for several weeks before and gives me a ship date during that MidOctober week. That looks good. But then I take a second order asking for goods earlier and there are some but not the full quantity. My system consumes the PIR and then took more going forward to meet the date from the previously booked order. That means the PIR for that order has now been moved out. So most of the product is now allocated after the confirmed ship date yet the date remains good on the sales order. Why are the requirements being reallocated with a new sales order?? We do have the "fixed date and quantity" set on all our sales orders to fix the dates. Any idea what is happening here?? Once an order is confirmed it seems that the PIR should not move. I would expect with this method of ATP to get an order proposal that shows a partial amount available on 2 different dates.

Also, when I get to the point where I have consumed most of the requirements and only have a partial amount available to promise, ATP against planning gives me a zero for any quantity. I would expect it to come back and say I can have X partial amount for X date yet it just confirms zero. Does anyone know why that would happen or how to have it propose a partial amount instead of the zero??

    Okay now I just booked an order that is consuming all my requirements for weeks 31 through 38 yet it gives me a material availability date in week 34. How does it come up with that?? Is there some setting that I am missing here?? The PIR consumption and the confirmed ship dates are definitely not in sync.
