STO condition type not tiggering

Experts,

The condition type for STO deliveries within the same state is not triggering in the first place, also it is not picking the condition value (%) if I click on "analysis", but if I click on "Update" in VL10B it is picking the condition value.

I mean, if a stock is transferred within the same state, there is a discount to be applied the amount by using a condition type. It is just not triggering in the first place.

Please advice.
