Condition Value at Header Level

I have a requirement to calculate Condition on Service & Material together at header level. As per requirement, I have already created both type of materials. So far it is working fine.

Condition type ZXYZ applied in line item and it also has scale value with routine formula. If Individual line item is greater than 5000 than 5% will be charged. Since material price is above 5000; formula is working fine, but service material value is less than 5000. So condition type is not working.

Now requirement is condition value should apply on both type of material at header level only. How to solve the same?

Yes, Item category are different for both material & service.

Also scale formula routine applied for material only whose value above 5000 for those material only 5% changes will be apply.

Any configuration can solve above problem?

How you are differentiating Service and material-Any Item category? You are already using a custom routine to get the values-so discuss with your abaper and proceed further..
