unable to use additional planning in Po

Hi Sap gurus,

i have read about additional planning button in Po.Correct me if i am wrong,this functionality allows to add additional line items if the po thresh hold value is not met.When i click and execute the subsequent screen it gives me following message

No valid material list found for supplier 101001970

Can you check if you need to install this OSS note: 1886960 - WWP1 : Alternative Purchasing Group Check not working

this note is note is not applicable for S/4 hana.Request you please tell configuration steps of WWP1. May be i could have missed something
