I am trying to enter an external processing into the routing, shown in the images below. No matter what I try I get the same error, 'Enter info record without material'. This has never come up in the past so I do not know what I am doing incorrectly.

Isn't the message clear? SAP does not want an info record for a vendor/material combination in this case.
Create an info record this way:
