Assigning a delivery block based on Mode of transport

Hi Experts,

I would like to know how to assign a delivery block based on the following parameters.

1. Plant/shipping point

2. Shipping condition

3. Order Type.

And also if the mode of transport of Air I would like to assign a delivery block at the order level and it would be removed after the higher authority approval.
