CKMLCP access

Hi, just want to know if there is a way to limit access to CKMLCP. From the plant assignment section of CKMLCP, anyone is free to assign any plants as long as it is available. And once assigned, the plant can't be returned to the 'available' list if ever it was incorrectly selected. To avoid incorrect selection, and processing, is there a way to restrict access to CKMLCP?
