Is there a way to make a row in a list view or a table view clickable such that it will launch a URL?

Yes, I was able to resolve this issue. On the Listview properties, I used value for the Insert option and chose the cells where the Source Data web URLS reside. In the Insert In field I chose another cell ($U$2)where the selector will insert the URL selected by the user from the Listview. Then I added a URL Link Button and pointed the URL field to $L$1 (which in the spreadsheet points to $U$2). I chose "New Window" and on the behavior tab I added a Trigger Cell that points to $L$1 with Trigger on Change Only selected.

Yes, but you'll have to get the url from the Excel cell and have the "URL Link Button" (found in the Web Connectivity folder) use that link.
