Incorrect display by Crystal Reports Viewer for .NET (2003)

A report that I have created with multiple charts is not displaying correctly when we publish it for viewing on our intranet site by users (using Crystal Viewer for .NET 2003 version). The charts are underlayed in the following manner to create a custom tracking dashboard:

Subreport containing a chart showing percent of ontime shipments for 3 divisions and overlayed on a 2nd chart for the target percent within the same subreport. This subreport is not linked to data in the main chart.

Chart in the main report underlays the subreport with a bar chart showing the total number of shipments for the same 3 divisions.

An additional section of the Report Header was created for some "formatting" of light colored vertical lines and boxes around a custom legend.

These charts show up just fine when I open Crystal Reports but when I try to view it in the browser only shows the top layer.

Can anyone tell me how to fix this so that all layers of the section (Report Header a,b,c) will display at the same time?
