Quota must be generated once at the beginning of the year for the complete calendar year. If an employe joins during the year, the same quota must be generated on a prorated basis. The next quota should then be generated for the following year. Please advise on the best way to do this.

You have to configure the Automatic absence quota generation feature at the IMG steps. The time evaluation driver with function QUOTA will read this customising tables and generate the absence quota for the respecitve employee groups.
The path is Time managemnet> Time data recording> Managing absence and attendance quotas. Inside there is the sub step Automatic generation of absence quotas.
Here you have to define
1) employee groupings and personal sub area groupings
2) Qota types and validity and dedcution periods
3) Base entitlement for the whole year or entitleimet thru time types
4) Qouta generation rules for various employee groups and PS groups and rounding rules
5) defenition of QUMO feature if needed
Once you have completed this steps time evln driver will generate the quota in the infoytpe 2006. It will also create the infotype and no need to create it manually.
You have to read the online doc in the IMG steps which will guide you to use this functionality.

hi. this total configuration takes care of generation of the quotas. in case we use constants in base entitlements, the quota is generated on a dailsy basis. say for ex, if me requirement is to generate 25 quotas per calendar year, on the first day of time eval. the system generates 0.068 and teh same amount is generated on a daily basis. at the end of the year it will be 25. but how do we generate the complete 25 units of quota and the first day of the year itself. and in case of new joinees, its the same should be prorated on the date of joining itself. your apt insights sahll be rewarded.

It is possible to do the quota generation at the first day of the year.
Pleae check hte customising in this above steps. You have to set the base entitlement as 25 for the calender year.
you have to prorate accordingly in the prorating step for hiring in hte middle of the year.
Check at the generation and transfer steps of Qouta in the above steps.
