Monthly Accrual in advance

Hi All,

I have a requirement to accrue absence quota monthly in advance. Eg. On 1st of January i should accrue the quota entitlement for the whole month. If quota entitlement is 80 hrs per year then i should see 6.6667 on 1st jan in IT2006 with a validity date of 01/01/2008-12/31/2008.

Can some one let me know how to configure this situation in Rules for generating absence quotas tables. We are not using PCR's for our quota generation.

Please help as soon as you can...
