The issue is sap personas is in one server and launchpad is in another server

I have applied persona flavor to tcode and tried to move it to fiori launchpad. But I am not able to see the changes made on personas screen in fiori launchpad

Maybe you forgot about assigning flavor to role and role to your user?

I want list of users to see a specific flavor by default at first run, when user logs into Fiori Launchpad. Please note that Fiori Launchpad and SAP Personas both are on different servers.
