I presume you are referring to the usage language, not the install language.
That is, the language used on the BSP pages.
In this case, with CFX Administration access, you change the language for all users via the menu option User Administration. Within this select the "Standard Settings" option adn then in the "Language" field use the drop-down to choose "French".
