SOAP Services example - '400 Bad Request'

I am implementing using SQL Anywhere 11 the example verbatim from SQL Anywhere 11 documentation section:

SQL Anywhere Server - Programming » SQL Anywhere Data Access APIs » SQL Anywhere web services » Using SOAP services

The client database invocation "CALL FahrenheitToCelsius(212);" within "dbisqlc.exe" results in an error, "HTTP request failed. Status code '400 Bad Request".
