Input Text box acceptable char.length problem for JA Characters (Japanese)

In ECC 6.0 ( Unicode system ) the no of Japanese characters acceptable by any input text box is exactly equal to the length of that field .

But in 4.6 C (Non Unicode System ) no of Japanese characters acceptable is half of the length of that field.

E.g.

For Name field N1 length 20 . ( in ecc 20 characters , but in 4.6 10 characters) .

Is there a way in the ECC 6.0 (Unicode System) for the input text box to accept the same no of Japanese characters exactly equal to the length of that field?
