I assume you are on CRXI, check the product version it should be at least 11.5.8.XXX or higher. Also Name is not important, but Type could be. You may need to select Date, or Date_time before you can select the "List of Values" Dynamic. If you loaded the sample reports, look at samples, Feature examples, Prompting. This shows examples of dynamic prompts.
