If you use lines and or boxes for what, the watermark art?
You should almost always have more than 1/2 a sentence when conveying requirements.
The way that watermarks are accomplsihed is by placing the art or whatever in a section PRIOR to the section you want the watermark in, then selecting the formatting for that section of Underlay Following Section

If you are using CR XI, there are some templates that can be applied to your reports, one of these is a watermark "Type" Go to Report, template expert, confidential underlay You can also create your own templates.
