Multiple report footers + new page before

I have a report that has three report footers; the first one is supposed to show up immediately after the detail, the second one is supposed to show up at the bottom of the page (but is has to be shown in full, so I put "keep together" on), the third is used to add another page (by using the new page before option) to the report with terms (terms are actually shown on each even page). On both the first and the second footer I put a formula into "new page before" to make sure they don't get printed on even pages. The second footer still shows up on an even page though. The formula should be fine since I tested it on the color of an item on the second footer, and it showed up the color I expected it would with the current formula.

Anyone know how to solve this?
