Can no longer drag and resize field boxes

My field boxes used to be black and I could drag and resize them. Now they are blue and I can no longer resize the boxes. Also, when I select and drag a field onto the report, it does not appear. I didn't make any changes in my preferences so have no idea what's happened. I've tested it on several reports and it seems to be a global issue. I thought of it being a rights issue but I can select a box and change a font size or even delete a field. Anyone seen this?
