Filter for duplicates but if value ="AR" then show and hide others

How do I filter the following to Show only "AR" in the MIS filed? Problem is that these people are part of the BICE AgencyCode field and all people in this filed must be in the report. If they have no AR in the MIS filed the MIS filed needs to be blank. If they have both the AR and others like DL or SS then I need to only show the AR record and not display the others.

Is this possible? I should only have 4 records in this report showing the AR and ID_Number if present
