Limit to number of values returned in a parameter?

We are using two parameter fields that prompt before a report is generated. The problem is that the first parameter is not returning all values in the database. We are pulling "Patients" and it is only returning values A-M. When we run the report on the desktop, all database values are returned. Is there a limit to the number of values that these parameters will hold?
