Hi JD,
The ODC is mainly intended for accessing data behind your own corporate firewall. You would set it up on a publicly facing server on your own network so that the cr.com servers can call out to it and access the db's on your network (sql server, oracle, or whatever).
If you want to use salesforce.com data in your reports, you should just use the sfdc driver which hits the salesforce.com servers directly. You don't need to go thru the ODC as this would just involve an extra hop for the data to go through.
